Terrorism, however one defines it, has been around for centuries. But today, the terrorist’s ability to create mass civilian casualties is unparalleled. The use – or threatened use – of chemical, biological, radiological and nuclear agents, possibly spread by means of explosives (together abbreviated as CBRNe), represents a growing danger.
As a result, governments are continually having to prepare for new contingencies, and to develop new ways of dealing with, limiting and – above all – preventing such incidents.
